Smt. Nirmala Sitharaman served as a Member of the National Commission for Women (NCW) from Nov 2003 to May 2005.

As a Member of the NCW, she spoke publicly on various issues, including the Commission’s efforts to frame and advance a law against sexual harassment at the workplace, the importance of gender awareness and mainstreaming in the Union Budget, and the need to strengthen institutions supporting women’s empowerment.

Key Highlights

  • Child Labour Research (Tamil Nadu & Karnataka)
    Conducted extensive field-based research on child labour, including visits to industrial sites in Tamil Nadu and Karnataka. Findings, based on ground-level inputs, were compiled and submitted to UNICEF and international labour organisations to inform rehabilitation and policy interventions.
  • Study of Bidi Workers (Warangal & Srikakulam)
    Led a socio-economic study of bidi workers in Warangal and Srikakulam districts, examining labour conditions, health risks, and women’s employment. The report was submitted to the Integrated Tribal Development Agency (ITDA) for targeted welfare action.
  • Field Visit to Paderu (Naxal-Affected Area)
    Visited Paderu to assess school infrastructure and public facilities and to engage with women affected by malaria and health service gaps in a conflict-affected region.
  • Engagement with Slate and Limestone Workers (Kannur)
    Conducted field interactions with slate and limestone workers in Kannur district, documenting occupational conditions and women’s labour concerns for NCW assessments.
  • Consultation with Cotton Pickers (Gangareddy District)
    Met with cotton-picking communities in Gangareddy district to understand seasonal labour patterns, wage issues, and health risks affecting women agricultural workers.
